BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The Job Purpose is being an active member to the team that promotes the generation of programmatic evidence and support capacity strengthening effort in the region (e.g. monitoring exercises, needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Support the development of RAM (Research Assessment and Monitoring) projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
3. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider RAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
5. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
6. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
7. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
8. Coordinate with the Evaluation colleagues the tracking and monitoring of evaluations recommendations.
9. Support the testing of new tools for evidence generation for capacity strengthening and resilience building.

10. Support the application of quantitative and qualitative data collection and analysis tools, techniques, and approaches.
11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

DELIVERABLES AT THE END OF THE CONTRACT:
1. Review and provide advice on the design of CSPs and budget revisions (BRs) to ensure: log-frames and NBP alignment to CRF, country specific monitoring strategies and sufficient budgets for monitoring activities are identified and incorporated in CSP documents.
2. Support the Annual Monitoring oversight exercise process
3. Provide beneficiary data-validation for several reporting documents against COMET
4. Provide technical assistance to COs with COMET data preparation for ACR 2023
5. Support COs with the preparation of the Annex 8 exercise if applicable

Education: • Advanced University degree in Economics, Environment, Climate Change, Nutrition/Public Health, Social Sciences, Statistics,
International Studies, Development Studies or other relevant
field, OR First University Degree with additional years of related
work experience and/or trainings/courses.

Experience: • At least three years of experience related to the role

Knowledge & Skills:
• Effective Communication, Programme Lifecycle & Food
Assistance, Emergency Programming, Transfer Modalities, Data
Analytics and Visualization

Languages: • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Spanish or French are
highly desirable
