BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The WFP Evaluation Policy 2022-2030 established as one of its main results a concerted and active action in the development of national evaluation capacities (NECD). In collaboration with the German Institute for Development Evaluation Cooperation (DEval), WFP co-facilitated the development and implementation of an index that assesses and reports on the evolution of national evaluation capacities and practices and its functionality as a system. This initiative is supported by a working group of various stakeholders in the region. To date, this working and exchange group consists of government representatives from Argentina, Colombia, Costa Rica, Chile, Ecuador, Guatemala, Mexico, Paraguay, Peru, the Dominican Republic, and Uruguay; the Interamerican Development Bank (IADB), the Latin America and the Caribbean Network of Monitoring, Evaluation and Systematization (RELAC); the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR-LAC); International and Ibero-American Foundation for Administration and Public Policies (FIIAPP); UN Women; UNICEF; UNFPA; University of San Juan (Argentina), and civil society organizations and national associations involved in evaluation, in addition to the WFP and DEval. The initiative is open to the participation of governments and new actors with an interest in NECD.

So far, the working group has prepared a conceptual-methodological package that includes a) Concept Note; b) Definition and composition of dimensions and sub-dimensions; c) Methodology, with an analysis matrix (dimensions, sub-dimensions, variables, indicators), questionnaire and metric proposal; d) concept of data visualization and consultation functionalities in an online platform. In 2020, in line with the work plan, the testing of the instruments was carried out in five pilot countries and the first quantitative results of the index were obtained, accompanied by a brief descriptive document for each country. Since then, the initiative has continued to expand, completing measurements in 11 countries in Latin America. Moreover, since 2025, the INCE expanded to Africa and Asia, covering 12 additional countries and piloting the development of an INCE brief in 1 country.  The results of the initiative and participating countries are presented on the INCE website: https://inceval.org/es/homepage.

In 2026, the INCE working group focuses on supporting measurements and use workshops in participating countries in all 3 continents, in continuing the expansion efforts in Africa and exploring opportunities in the Caribbean, in improving the INCE website, including the integration of the INCE questionnaire, and on documenting the INCE use cases. For Latin America and the Caribbean, the working group plans in 2026 to support measurements in 7 countries including 4 where WFP has operations (Argentina, Colombia, Costa Rica, Ecuador, Guatemala, Mexico and Uruguay) and 4 use workshops, 2 of which are in countries where WFP has a presence (Chile, Dominican Republic, Paraguay

and Peru). For 2027, measurements are expected in 6 countries (Chile, Dominican Republic, Paraguay, Peru, Trinidad and Tobago and Jamaica) and use workshops in 7 countries (Argentina, Colombia, Costa Rica, Ecuador, Guatemala, Mexico and Uruguay).

Furthermore, as part of its NECD action plan and following a request from the Dominican Republic Country Office, OEV is supporting the Dominican Republic government in strengthening their national evaluation system through technical support. This includes a M&E capacity needs assessment/ diagnostic and tailored capacity development support for the Ministry of Social Development – Superate.

The INCE initiative and NECD technical support to the Dominican Republic are part of WFP’s Regional Evaluation Strategy 2023-2030 for Latin America and the Caribbean and the work plan of OEV’s Decentralized Evaluation Unit. The Office of Evaluation is looking for a consultant to implement the work plan in 2026-2027 in coordination with DEval and CLEAR-LAC. The consultant will report to the WFP Evaluation Officer based in Panama.

ACCOUNTABILITIES/RESPONSIBILITIES:

COORDINATION OF THE DATA COLLECTION PROCESS

1) Advise WFP in terms of organization of the measurement process and implement the INCE data collection strategy in Latin America and the Caribbean, given the expanded number of stakeholders that are sought to participate in the INCE measurements.

2) Coordinate the team of local consultants hired by the counterpart (DEval and CLEAR LAC) to make contacts with the institutions and the collection of INCE data in the countries that participate in the initiative (7 countries are expected for 2026, and 6 countries for 2027).

3) Coordinate the gathering of information (laws, regulatory frameworks, data, etc.) that feed into the descriptive document of each country.

4) Accompany the data collection process, resolving doubts about interpretation and adjusting the questionnaire, if necessary, based on requests for additional questions to be introduced by the evaluation governing body in the countries where the index is applied.

PRESENTATION OF THE INITIATIVE AND ITS RESULTS

5) Present the progress and results/products in international forums and conferences and in meetings with governments that are part of the initiative and support their preparation and reporting. This includes GLocal 2026, and use workshops in Chile, Dominican Republic, Paraguay and Peru).

6) Organize and facilitate workshops (or other types of events) for the use and interpretation of results for the countries where the measurement has been carried out.

7) Systematize the experience and INCE success by documenting and sharing lessons learned and use cases, and by contributing to the production of scientific articles, as well as the visualization of the index data for better use.

8) Advise WFP regarding the content of the INCE web page and review texts / elements to be published on the web (prepared by the partners).

STRATEGIC POSITIONING

9) Provide strategic advice to the Office of Evaluation with specific actions in strengthening national capacities in evaluation, based on priorities identified by national governments and other interested parties with the support of the index data. This includes engagement in providing technical support to the Dominican Republic government in strengthening their national evaluation system.

INTERNATIONAL EXPANSION OF THE INCE METHODOLOGY

10) Support the consolidation and expansion of the INCE methodology to other regions, including Asia and Africa, by facilitating the exchange of experiences and lessons learned with key stakeholders, identifying implementation opportunities, and adapting the methodology to regional contexts.

DELIVERABLES AT THE END OF THE CONTRACT:

  • A report (5–7 pages) synthesizing the key findings of the M&E capacities needs assessment (diagnostic & situational analysis) for the Dominican Republic and recommendations to enhance Superate’s M&E capacities
  • An updated concept note with emerging INCE use cases identified by end of 2026
  • Presentations in international conferences and use workshops.
  • Measurements in 7 countries completed and results published on the website

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

PhD or Master’s Degree in Evaluation, Political Science, Sociology and/or any other area of social sciences with a strong component in public policies and social research.

Experience:

At least 6 years of experience in studies and consultancies related to evaluation, national evaluation capacities and national evaluation systems.

At least 6 years of demonstrated experience in strengthening individual and/or institutional capacities.

Knowledge & Skills:

Extensive knowledge of research methods based on surveys and statistical of analysis, including the development of thematic indices.

Extensive knowledge of methods and use of evaluation of public policies and programs, as well as evaluation systems in Latin America

Languages:

Fluency in Spanish (level C) in both oral and written communication and working knowledge of English.
